Shelton Police Charge Derby Teen With Car Break-Ins, Assault

A Derby teen arrested in Shelton last month after allegedly assaulting a man and stole his car was charged Friday (Oct. 17) with a host of new crimes connected to prior incidents.

Shelton police served arrest warrants on Todd Skeens, 19, at Superior Court in Derby, where he was due for a court appearance in connection with his arrest last month.

Skeens was charged with: 

  • Third-degree assault
  • Third-degree criminal mischief
  • Third-degree burglary (two counts)
  • Fifth-degree larceny
  • Sixth-degree larceny
  • Attempted third-degree larceny
  • Conspiracy to commit third-degree burglary (two counts)
  • Conspiracy to commit fifth-degree larceny
  • Conspiracy to commit sixth-degree larceny
  • Criminal liability for acts of another/third-degree criminal mischief
  • Criminal liability for acts of another/third-degree assault.

According to a prepared statement from Shelton Police Lt. Robert Kozlowsky, the new charges stem from three separate incidents: 

  • On Sept. 4, Kozlowsky said, a vehicle on Maltby Street was broken into, and an iPad and other items were stolen from it.
  • Also Sept. 4, a wallet was taken from a vehicle on Wakelee Avenue, and someone used a screwdriver in an attempt to steal the vehicle, but was unsuccessful.
  • On Aug. 18, officers were dispatched to the Riverwalk for a reported assault, with cops determining Skeens and another man got into a dispute with a 50-year-old victim, punched the person several times in the face and head, then destroyed property belonging to the person.

Skeens was arraigned on the new charges at Superior Court in Derby, where all his cases were continued to Nov. 14.

He remains held on bonds totaling more than $100,000.
