Shelton Woman Charged With Driving While Impaired, Manslaughter

A 23-year-old Shelton woman was driving while impaired during a fatal head-on River Road crash in May, police said Friday.

The woman, Samantha Monaco, now faces charges of second-degree manslaughter with a motor vehicle, operating a motor vehicle while under the influence, using a hand-held cell phone while operating a motor vehicle, and failure to drive right.

The crash, which occurred about 1:30 p.m. May 6 in front of the Sports Center of Connecticut at 784 River Road, killed 69-year-old Rosemarie Dwyer.

It was determined during the investigation that Monaco was under the influence and was on her cell phone at the time of the accident,” Detective Richard Bango said in a prepared statement. It was also determined that Monaco crossed over into south bound lane of traffic causing the head on collision with Dwyer.”

Police said Monaco was released after posting a $25,000 bond in the case and will appear at Superior Court in Derby Aug. 25.
