Legal Notice: City Of Ansonia Request For Qualifications

LEGAL NOTICE: The City of Ansonia, acting through the Director of Economic Development, is soliciting qualification statements from Professional Engineering Consulting firms to submit their firm’s qualifications and rate schedule to provide engineering services for the preparation of Demolition Plans and Specifications for the following DECD grant in accordance with CTDOT Rails and Metro-North Railroad:

Railroad Pedestrian Bridges (Skybridges) Demolition and Removal 


The Project will demolish two (2) existing aerial pedestrian bridges connecting historic factory sites across the Metro North Waterbury Branch Line. 

The Consulting Engineer will be required to provide demolition plans and specifications including any conditions from Metro North and CTDOT Rails, survey, reports, environmental safeguards, permit applications, provide consulting services during construction and perform construction inspection. 

The Consulting Engineer will be evaluated and selected on their technical competence, the capacity and capability to perform the work within the time allotted, past record of performance, and knowledge of federal, state and city procedures, appropriately weighted in descending order of importance. 

The overall demolition plans and specifications will be negotiated once the City and the Engineer develop a final scope of services and timeframe. The construction inspection fee will be negotiated on a cost-plus basis if requested. Firms responding to this request should be of adequate size and sufficiently staffed to perform the assignment described above. The selected firm must meet all city, state and federal affirmative action and equal opportunity practices. 

Two (2) copies of a letter of interest, together with general information on the firm and proposed subconsultants, relevant experience of the firms, and resume of key personnel, a schedule of hourly billing rates by position, which shall remain fixed for up to three years, and contact information for not less than three client references. Submissions should be addressed to: City of Ansonia, Office of Town and City Clerk, City Hall, 253 Main Street, Ansonia, CT 06401. Additionally, all interested firms must submit a detailed statement including the organizational structure under which the firm proposes to conduct business. Proposed subconsultants should be clearly identified. The relationship to any parent” firm or subsidiary firm, with any of the parties concerned, must be clearly defined. 

Personnel in responsible charge of the project will be required to possess and maintain a valid Connecticut Professional Engineer’s license. All letters of interest must be received no later than 11:00 a.m. on Tuesday, July 9, 2024. Responses received after this date will not be considered.
