Seymour First Selectman Urges Adoption of Resolutions and Capital Plan

First Selectman Paul Roy will ask the Board of Finance at its meeting on Tuesday, Jan. 25 to approve the resolutions for purchases and improvements to the Town of Seymour. 

Roy said that when he took office he found the Town to be deficient in several areas such as upgrading of heating systems, road improvements, building maintenance, computer systems in the Police Department and Town Hall, improvements to Fire Department buildings and equipment and improvements at the Public Works building and equipment.

The First Selectman developed a plan to be able to afford these improvements and upgrades. Last July, the First Selectman and the Finance Department worked out a plan for refinancing of the Town Debt Service and to bond for Chatfield-LoPresti School project. That plan saved the Town Of Seymour approximately $780,000.

The next step was to develop a Capital Plan to allow for these improvements and upgrades to be made. The First Selectman with the Finance Department and John Conroy from the Board of Selectmen and Bill Sawicki from the Board of Finance devised a Capital Plan. The plan takes advantage of the refinancing which was done in July and allows the Town to make these upgrades, improvements and purchases without increasing taxes. The Town will be replacing the old debt with the new projects contained in the Resolutions.

Roy will ask that the Resolutions be allowed to go to referendum as presented so that the taxpayers can decide the outcome as this is an issue that the taxpayers not one board or commission should decide. The First Selectman said that in conversations with the Financial Consultants to the Town, the opinion is that with the interest rates and bonding rates very low it is the ideal time for the Town to approve this spending.

The Board of Finance will meet Tuesday evening at 7:00 pm in the Norma Drummer Room at Town Hall. The meeting is open to the public and urges all to attend.
