Parkins, Perillo Face Off In Shelton GOP Primary Aug. 9

Republican voters in Shelton’s 113th state House of Representatives District will vote in a primary Aug. 9 to decide who will represent the GOP on the November election ballot.

Ruth Parkins, the chair of the city’s Planning and Zoning Commission, is challenging incumbent Jason Perillo, who was first elected to represent the 113th District in 2006.

Polls will be open from 6 a.m. to 8 p.m. at Elizabeth Shelton School, 138 Willoughby Road, and Shelton Intermediate School, 675 Constitution Blvd. N.

Some Background

Parkins works as a manager of public affairs for the Iroquois Pipeline Operating Company.

In addition to his work in the legislature, Perillo is the interim executive director of Valley Emergency Medical Services.

The winner of Tuesday’s primary will face Democrat Adam Heller, who currently serves on the city’s Board of Apportionment and Taxation, in the Nov. 8 elections.

Fundraising

Donations to the two candidates evince a split of sorts within the Shelton Republican party.

For example, Parkins has received donations from Mayor Mark Lauretti and several members of his family.

Meanwhile Perillo’s campaign treasurer is Noreen McGorty, a Republican Alderwoman who represents the Fourth Ward.

Perillo has also received donations from Anthony Simonetti, a First Ward Alderman who also serves as the chairman of the local Republican Town Committee, as well as Fourth Ward Alderman James Capra.

Other Republican members of the Board of Aldermen — President John Anglace, Lynne Farrell, Eric McPherson, and Stanley Kudej — have contributed to both campaigns.

On The Issues

The Valley Indy sent a list of questions to Parkins and Perillo to answer via e‑mail. The questions and the candidates’ responses are below.

— For any GOP voters who don’t know you, tell us a little bit about your background — are you from Shelton originally? If not when did you move here, family, job, past public service, etc.

Parkins: I have been an elected member of Shelton’s Planning & Zoning Commission since 2007, and have served as Chairman for the past seven years. In addition, I am a member of the P&Z’s Downtown Subcommittee and represent Shelton on the Naugatuck Valley Council of Government’s Regional Planning Commission. I have been employed by the Iroquois Pipeline Operating Company for over 20 years. In my current role as Manager, Public Affairs I am responsible for community and government relations, external communications and corporate giving. I am a member of the Valley Chamber of Commerce and the Connecticut Business and Industry Association, as well as many trade organizations.

I graduated summa cum laude from Sacred Heart University with a Bachelor of Science in Business Administration and earned her Master’s degrees in Business Administration and Public Administration from the University of New Haven. An active community volunteer, I am a current Executive Board member and a past chair of the Valley United Way’s Board of Directors, a member of the Corporate Volunteer Council and a Valley Community Reviewer for the Community Foundation of Greater New Haven’s Responsive Grants.

I was born in Bridgeport and have been a resident of Shelton for over 38 years. I have two daughters, Jessica and Sarah.

Perillo: I grew up in Shelton. My mother taught here for many years and my grandfather served as Shelton’s mayor in the 1960’s and 70’s. My dad still lives in the house where I grew up. I left Shelton briefly to attend Georgetown University and then again to pursue Masters degrees in the Boston area.

I live on Coram Ave., in the house where my grandfather grew up. My wife, Becky, and I are proud of our two-year-old daughter, Lydia. Professionally, I am the Director of the Valley’s non-profit paramedic service and I own a small consulting firm that helps clients with communications and public relations. Before I was elected as state Representative, I had served on Shelton’s Tax Board, Board of Aldermen, and Planning & Zoning Commission. I chaired the P&Z Commissions Subcommittee on Downtown Redevelopment.

— Why are you running to represent the 113th District in Hartford?

Parkins: I believe that now is the time to add business-experienced legislators to the mix of career politicians and attorneys. Confidence in our State is low and taxes are high. We need to turn that around by putting legislators in office that have experience in organizational efficiency and can make tough budget decisions. I believe I offer that experience. I also understand the importance of creating a business-friendly environment and I have the experience of doing so.

According to a recent report, CT’s small business tax burden was ranked 10th worst in the country, unchanged from last year and the fourth year in a row we were ranked in the bottom ten. So, as a 4½ term incumbent, I question where Rep Perillo’s focus has been.

He has shown his hand as being divisive both locally and at the State level. Other than his claim of acquiring funding for Canal Street, which has come to fruition through the hard work of Mayor Lauretti and the SEDC team if true credit is to be given, I do not think Shelton has benefitted the way it should and I think we can do better.

Perillo: Nobody does anything alone and during my tenure I worked successfully with then-Senator Dan Debicella to secure millions of dollars for the reconstruction of Canal Street in Downtown – which has been quite a success. Last year, I collaborated with Rep. Themis Klarides of Derby to secure funds to reconstruct the deck of the Bridge Street bridge. Next year we will see the beginnings of that project. I saved the City hundreds of thousands of dollars for decades-old debt related to the construction of Shelton Intermediate School and I am working with the school system right now on academic projects going forward. I’ve driven legislation that helps Shelton farms and that bolsters our local agri-tourism.

On a broader policy front, I have fought hard for our hospitals, the people they employ, and the patients they serve. I am also proud of the work we have done thus far to keep Sikorsky jobs here in CT and I will continue to make that a very high priority.

Beyond that, I cut through government red tape every day for Shelton residents and businesses that are just looking for help. No problem is too small.

— If elected, what will be your top priorities in Hartford? BE SPECIFIC.

Parkins: Creating a business-friendly environment that will promote economic growth and create jobs will be my priority. I plan to work toward a smaller, smarter government that will include the review and amendment of existing legislation that creates hardships for businesses and residents. My efforts will also be focused on reigning in state spending and creating a budget that includes no new taxes. We need to send a message that Connecticut is changing the way it does business by providing the stability and predictability that businesses require when taking investment risks.

I will also not forget why I am there and will work hard to bring benefit to Shelton. Some of the items I think are overdue for consideration include creating a pedestrian-friendly Bridgeport Avenue and addressing issues with Route 8.

Perillo: First, we must design a balanced state budget that includes no new spending as well as appropriate tax cuts. Second, we must strive to phase out the income tax on middle-wage earners by 2020. Connecticut small businesses employ half the state’s private workforce. Many of those businesses are family-owned, where owners sweat alongside their employees every day. By focusing our tax relief on those middle class workers, we take pressure off wages and prices — a boost for the Connecticut economy. Third, (and more locally) we need to continue to revitalize Downtown Shelton. We do that by clearing the path for local property-owners and stepping in when it is appropriate for government to do so. Much of my role is to cut through red tape. I have done that by working the system” and will continue to do so.

We can fix the state budget and it comes down to four key actions. First, we need a hard cap on state borrowing. We can’t keep raising our debt levels and expect the budget to improve. Second, we need to reach a concession agreement with state employee unions. Approximately 1/3 of state spending is on salaries and benefits. Nobody wants layoffs, so unions must be willing to make sacrifices if we are to avoid them. Our workers enjoy the richest benefit package in the nation and it is simply unsustainable. Third, we need to restructure Medicaid to limit participation thresholds to put Connecticut in line with the majority of other states. Medicaid is an important benefit that should be reserved for only those who truly need it most. Fourth, we need to eliminate new spending programs introduced during Gov. Malloy’s tenure. We simply cannot afford them at a time like this.

— Republicans in Connecticut hammer Gov. Dannel Malloy as a failure, and his approval ratings are by no means stellar. But he did beat Tom Foley twice, and Democrats hold overwhelming majorities in both the state house and senate. How will you work with them to effect better policies? Or do you see your role as basically that of an opposition party critiquing the Democrats’ policies in the hopes that more and more of the state’s voters will finally be persuaded by your arguments?

Parkins: I offer a different agenda. As a consensus builder, I feel it is very important to respect other positions and opinions and work toward compromise. While I would certainly work to strengthen the Republican party agenda, there cannot be change in Connecticut unless the two sides work together to accomplish what is best for the State and its people. This takes a team player approach, not a go it alone” attitude.

Perillo: Every issue is different. There are times when reasonable people can come together to move good initiatives forward and many of my successes for Shelton have involved collaborating and building consensus. Nothing happens in a bubble and if you just sulk in a corner nothing gets done.

That being said, some ideas are too off-the-wall for compromise. I have been a vehement critic of the Governor’s tax plans – particularly the proposed mileage tax. I have condemned it online, on the radio and on television. This is an issue where the only course of action is to be a critic and change people’s minds. There is no middle ground.

Aug 9 Ballot

— A big reason Shelton is in a far better position than any other municipality in the Valley is the fact there’s so much development, with dozens more applications every year. But as Shelton has gotten more developed, unease with such development has intensified, to the point where grass roots groups have now sprung up organizing opposition to certain applications. Without commenting on a specific application or development before the PZC, has Shelton reached a tipping point in terms of development? Is it in danger of doing so soon?

Parkins: Shelton is a very attractive place to work and live and that makes us very attractive for development. While the market drives the type of development being proposed, the City must balance the need for economic development with the needs of its citizens and I believe Shelton does a great job at that. There is development being proposed for many areas of Shelton, not just Bridgeport Avenue where the opposition seems to be centered at this time. Rather than asking the question how much development is too much?” the question should always be is it sensible development?”

Perillo: I served on the P&Z Commission for years. It’s not a matter of how much development, but what type of development is approved and where that development is to be located.

Bridgeport Avenue was always reserved for office and industrial construction, which have been the centerpiece of Shelton’s growth. Both deliver high tax revenue and bring jobs to Shelton. But recent construction of large-scale apartment complexes has not been consistent with that goal. Furthermore, residential construction on Bridgeport Avenue negatively impacts Downtown redevelopment, which must be our highest zoning priority. Since the Avalon building was constructed on Canal Street nearly five years ago, not one new residential unit has been built Downtown. In that same time, two massive residential projects are being built on Bridgeport Avenue. One will soon be occupied and there is another in the pipeline. We will see over 1,000 residential units on Bridgeport Avenue and despite what some people may claim, a residential explosion on Bridgeport Avenue negatively impact Downtown’s resurgence. Just ask the investors and banks that fund these projects. As Alderman John Anglace said, we cannot sell our soul for tax dollars.

— Education is another issue that actually seems to engage people in the community. As a consortium of municipalities is suing the state on the grounds that its Education Cost Sharing” grant isn’t funded fully. While Shelton isn’t a party to the suit, it’s one of the towns being underfunded. Can state lawmakers play a role in fixing the problem? How?

Parkins: Education funding is a sensitive subject for all municipalities with arguments that go both ways. While I do not have an in depth knowledge on the issue of Education Cost Sharing”, my initial thought is that the State must follow the rules they established or go back to the drawing board. If full funding is not available, then new formulas need to be developed — funding should not be arbitrary. Because of the economic success of Shelton, we are in a much better position than most municipalities to ride out any bumps in the road in the hope of better times to come.

Perillo: The Governor has passed budgets that have essentially left the state broke. An increase in state education funding to towns inevitably means tax increases. I’ve always felt that local issues like education should be handled at the local level. I don’t think that more state funding fueled by more state taxes is the answer. The answer that state lawmakers CAN address is the towering pile of mandates that the state places on local school systems. This drives up education budgets, takes money out of the classroom where it belongs, and often forces towns to increase property taxes. I have opposed these mandates in the past and will continue to build coalitions that do just that.

— Whoever wins this primary will be on an election ballot in November where the top Republican candidate is Donald Trump. While the Democratic presidential nominee isn’t exactly FDR, do you feel any unease at that prospect? Will Trump hurt down-ballot races like the 113th?

Parkins: While I do not agree with everything Donald Trump says or does, one must admit he has risen to the level he has because he is saying things that many people are feeling. He is not concerned with being politically correct and he is often abrasive, but as the Republican Candidate, he will have my vote. Locally, we saw an increase in registered Republicans prior to the Republican Presidential primary so I do not believe Trump’s candidacy will hurt the likelihood that Shelton’s 113th seat in November will continue to be Republican held.

Perillo: I agree with a lot of Donald Trump’s priorities and I like that he’s a straight talker. We need more honesty in government. That said, I don’t think you have to be crude to make your point.

Most importantly, we must not see a Hillary Clinton White House. If any of us were guilty of lying about terrorism in Benghazi or endangering our national security by being careless (if not, negligent) in our use of emails, we would be in jail. But Hillary Clinton gets away with it.

In some towns, Trump’s candidacy could hurt down-ballot Republican candidates. In other towns, it will help. There’s no easy answer to that question.
