Oxford Dog Owner Charged With Several Misdemeanors

The dog breeder whose Newfoundlands killed an 11-year-old Labrador mix named Roxi July 26 at Jackson Cove Park was arrested late Friday by state police.

Vickie Tkacz, 37, of Jackson Cove Road, turned herself in at Troop A in Southbury after learning of a warrant for her arrest.

Four of Tkacz’ New Foundlands allegedly attacked the smaller dog at Jackson Cove, causing the town’s beach to be closed for two days until all the dogs in the alleged attack were in the possession of the local animal control officer.

She turned herself in at 5 p.m., said Sgt. Daniel Semosky, Resident State Trooper supervisor in Oxford.

Tkacz was charged with one count of obstructing the duty of an animal control officer, two counts of failure to obey a quarantine order, four counts of allowing dogs to roam, and four counts of animal nuisance, Semosky said.

All the charges are misdemeanors. 

The obstructing duty charge is for being uncooperative with investigators, Semosky said. That could be connected to the fact authorities had trouble taking two of the four animals away from the woman.

She didn’t cooperate with animal control, but she’s cooperating now,” Semosky said.

She was being held on $5,000 bond as of 5:40 p.m.
