Mayor

Scott Derby
Republican
4.5 years in Derby
Profession: Senior Career Coach- Goodwill Industries
Civic engagement: Babe Ruth Little League baseball coach, big brother/ big sister program, Bridgeport reentry committee (group of organizations working to improve outcomes for people reentering the community after incarceration).
Education: BA- History- University of New Hampshire, JD- University of New Hampshire School of Law, Licensed attorney in NH and CT
Why are you running for office?
I’m seeking this office because I believe Derby deserves leadership that helps our community reach its full potential. In my work as a career coach with Goodwill, I’ve dedicated myself to helping people overcome challenges, find opportunity, and build better lives. That’s the same approach I want to bring to city government, helping Derby grow more prosperous and more accountable to the people it serves.
Our city has incredible potential, but too often it’s held back by mismanagement, high taxes, and a lack of direction. I’m running to restore transparency in our City’s government, make Derby more affordable, and ensure our government makes our taxpayers lives easier, not more difficult.
Leadership means listening, and taking action which is exactly what I intend to do for Derby.
What are the top three issues in your town or city?
1) High taxes and affordability
2) Lack of economic growth and revitalization
3) Public safety
What will you do specifically to address those three issues?
1- One of the most pressing issue facing our City is the burden of high taxes caused by years of fiscal mismanagement and delayed property revaluations, both during the current administration. Families are being stretched to their limits because the city government has failed to plan responsibly or control spending. As mayor, I’ll make fiscal responsibility my top priority. That means completing the long-overdue revaluation process so taxpayers are treated fairly, conducting a full audit of city finances, and holding every department accountable for how tax dollars are spent. I will present a balanced budget that focuses on essential services while eliminating waste and inefficiency. I’ll expand local participation in existing senior tax-relief programs, simplify applications, and enhance services like transportation, energy assistance, and senior-center activities, all funded through better budgeting and grants, not tax hikes. I’ll launch a citywide outreach initiative to help more veterans claim the state and federal benefits they’ve earned. By partnering with the veterans liaison and local posts, we’ll host one-stop assistance events so no one misses out on the relief they deserve.
Derby residents deserve a government that manages money wisely and respects the people who pay the bills and I intend to deliver exactly that.
2- Derby has tremendous potential for downtown redevelopment and job growth, but that requires leadership that works with, not against, our business community. I’ll streamline permitting, create clear economic development goals, and encourage responsible growth that expands our tax base without overburdening residents.
Ultimately, my campaign is about reawakening Derby, restoring pride, rebuilding trust in local government, and ensuring our city works for every resident, not just a select few.
3- Our police, fire, and EMS personnel deserve the staffing, equipment, and support they need to keep our city safe. I’ll prioritize funding for essential services, restore morale by improving communication between City Hall and our departments, and ensure accountability and transparency in how public safety decisions are made. I will implement the maximum property-tax abatement under state law and create an expanded stipend program for active volunteer firefighters and EMTs, improve access to training reimbursements, and pursue grants for safety equipment these will offer our local heroes real support, not higher taxes.

Why are you running for office?
I’m running for office because Derby is my home—and I care deeply about the people who live here. We’re a close-knit community, and I’ve made it my mission to make sure the voices of First Ward residents are heard when decisions are being made about our city’s future.
Since my first election, I’ve made it a point to stay involved by attending or listening to as many city meetings as I can. I want to understand the issues in every corner of Derby so I can make thoughtful, informed decisions. I’m not afraid to speak up for what I believe is right, even when I’m in the minority, and I always try to work with everyone—regardless of party—for the good of our city.
If I’m re-elected, I want to focus on bringing more people into the conversation. Derby is full of great ideas and passionate neighbors, and by working together, we can make our community an even better place to live.
What are the top three issues in your town or city?
Financial transparency has always been, and will always be, the most important issue facing our city. Over the past two years, working alongside Mayor DiMartino, we’ve turned Derby around — moving from a fiscal crisis to a much stronger, more stable position. Keeping that stability going is absolutely key to our city’s future growth and success.
With our finances in order, we can focus on smart economic development — growth that’s thoughtful, ethical, and benefits everyone. One of the biggest opportunities is the south side of Main Street. What we need most there is a clear master plan — a shared vision that guides every decision and keeps us all on the same page.
Cleaning up Derby has always been personal for me. Over the past two years, the Board of Aldermen/Alderwomen has made it a priority, and we’ve already collected over $400,000 in blight fines. That’s a start, but there’s more to do. We want our neighborhoods to sparkle, to feel welcoming, and to make every resident proud to call Derby home.
What will you do specifically to address those three issues?
As Chair of the Finance and Public Safety Committee, I put Derby taxpayers first. I’m committed to strong, transparent fiscal policies that prevent past mistakes and keep our city on solid financial footing.
I will champion a public, inclusive process to plan the redevelopment of Main Street’s south side—our most visible and valuable property. Derby voices will guide every decision, and our city’s best interests will come first.
Community pride isn’t just a slogan—it’s action. I’ve organized neighborhood cleanups, coordinated 600 lilac plants for our 350th Anniversary, and started tulip and daffodil projects on Academy Hill Green. Over the past two years, we’ve tackled blight and managed density, and I will continue this work to make Derby cleaner, safer, and more vibrant.
Vote for experience, results, and a vision that puts Derby first.

With the City of Derby taking possession of the Scrap Yard on lower Factory Street and receiving monthly rental income, we are in the process of moving the scrap yard so we can have potential development on the city owned property.
I would continue to move forward on these issues if re-elected.

I love Derby and I am committed to the residents to do the best job that I can. Being on the Board of Aldermen/Alderwomen over the last 2 years has given me an opportunity to do that. There are processes in place to fix problems, and it takes someone willing to do what is right for Derby, and sometimes it is not the most popular decision, but it is the right thing to do for the future of this City- our city.
I live here (in the same house for 34 years) and pay taxes here, I am here for life. But most of all I am Derby Proud.”
What are the top three issues in your town or city?
1. Blighted property 2. Finances 3. Redevelopment
What will you do to address those issues?
1. Continue to monitor the blighted property and if necessary, put a lien on the property and then the city would take it back to resell the property.
2. Over the last 2 years we have had to look at contracts for garbage pickup and benefits for employees this has to be done yearly. Because we fixed one problem does not mean it is forgotten, we need to continually look at all contracts that the City has.
3. Work to get small businesses back to Derby and on the tax list. Look at the buildings we have and work with redevelopers /investors so buildings can be repurposed.

Why are you running for office?
“I have a deep love or Derby and wish to give back. I am a 20-year member of the Board of Education with 20 of those years serving as Chair.”
What are the top three issues in your town or city?
Top 3 Board of Education issues:
1. Funding and Budget Constraints
2. Student Learning and Readiness
3. Student Mental Health and Well-being
What will you do specifically to address those three issues?
1. Funding and Budget Constraints: “We must remain committed to being as cost-effective as possible. This means actively seeking out and applying for grants to secure additional funding. Collaborating with the city to share services where possible is another crucial step in promoting fiscal responsibility. Furthermore, we should engage with our state legislators to explore more funding opportunities to assist us with managing the increasing costs of healthcare, energy, and special education.”
2. Student Learning and Readiness: “Our mission to educate all students remains is an important distinction. While I appreciate the importance of higher education, we recognize that not all students will pursue a college path. Therefore, we must continue to enhance alternative opportunities, such as our advanced manufacturing program. Building strong connections with local businesses is essential; a prime example is our recent partnership with Griffin Hospital, which aims to prepare our students to become qualified technicians capable of taking vital measurements and assisting in the healthcare field. For those opting for higher education, it’s vital that we continually challenge them by offering advanced placement and honors classes. Additionally, we must prioritize early intervention programs for our younger students to address their needs at an early stage.”
3. Student Mental Health and Well-being: “When it comes to student mental health and well-being, it is critical that we provide adequate support for those facing mental health challenges. Many disciplinary issues within our district can be linked to underlying mental health concerns. Therefore, we need to adopt a more proactive approach in identifying and supporting students who may be struggling, starting from a much earlier age. Finally, we need to promote awareness through workshops for students, parents, and staff.”

Current Chair of BOE’s Negotiations and Personnel Committee, member of both the Athletics Committee and the Plants and Facilities Committee. Represents Derby on the ACES Governing Board.
Education: Derby High 1996 graduate, University of Connecticut 2000 graduate
Why are you running for office?
I am seeking reelection to the Derby Board of Education because I want to continue building a stronger future for our community by focusing on what matters most—our youth and families. I am proud of my connection to Derby and my record of service. As both a business owner and public servant, I have learned how to navigate challenges, make thoughtful decisions, and always put the unique needs of our students and families first. I believe that education and investing in our youth should be a top priority for our town, and that every child deserves the opportunity to learn, grow, and thrive.
At the heart of my commitment is a personal conviction to speak up for those whose voices are too often overlooked—our most marginalized citizens, including children, special education students, and families who are struggling. In today’s political climate, I believe it is more important than ever to have leaders who are driven by compassion, equity, and fairness. I am committed to working collaboratively with other city boards and elected officials to move Derby forward, always keeping the needs of our students and families at the center of decision-making. I see my role as a fighter for the ones who can’t always speak up for themselves, and I am here to ensure that every child in Derby has the support and opportunities they need to succeed.
What are the top three issues in your town or city?
1. Funding for Special Education: One of the most pressing challenges we face is ensuring that our district can meet the growing needs of special education. Every child deserves the right resources and support to succeed, but the cost of specialized services, staffing, and programming continues to rise faster than our budgets. As a board member—and as a parent—I believe we must continue advocating for sustainable funding and creative solutions so that every student has the opportunity to reach their fullest potential, without placing undue strain on our schools or families.
2. Housing Instability and Student Mobility: Another issue that impacts our schools is the housing and mobility of students. When families are faced with housing challenges, students often move between schools or districts. These transitions can disrupt a child’s education both academically and socially. It’s important that we work together as a district to provide stability, consistency, and support for students who experience these moves. This means ensuring that no child is left behind simply because of circumstances beyond their control.
3. Paraeducator Support: Our paraeducators are an essential part of our schools. They work side by side with teachers, often in some of the most challenging settings, to help students succeed—particularly in special education classrooms. Yet, their pay, training, and recognition don’t always reflect the critical role they play. As a board, I believe we must prioritize supporting our paraeducators with the professional development, compensation, and respect they deserve. When we invest in them, we directly invest in the success of our students.
What will you do specifically to address those issues?
As a board member, I believe it’s important not only to identify challenges but to take actionable steps to address them. For special education funding, I will continue to support advocating at both the local and state levels to ensure our district has the resources necessary to meet the growing needs of students.
Through my role as Region 7 Area Director for the Connecticut Association of Boards of Education (CABE) and as Derby’s representative on the ACES Governing Board, I have a voice in conversations that impact policy and funding statewide. I plan to use these positions to elevate Derby’s needs and explore opportunities for partnerships and grants that can help support specialized programs. When it comes to housing instability and student mobility, I will support programming aimed at strengthening student transitions so that students who move between schools don’t lose ground academically or socially.
I believe in building stronger connections between schools and community organizations to help families access resources and stability, and in ensuring that mobility data is tracked and used to better anticipate student needs and assess our efforts.
Finally, I am deeply committed to supporting our paraeducators, who are essential to student success, particularly in special education classrooms. In my role as Chair of the Negotiations and Personnel Committee, I manage union negotiations for our paraeducators, and I will continue advocating for fair compensation and professional development opportunities. Supporting paraeducators means supporting our students, and I see that as a direct investment in the quality of education we provide.

Why are you running for office?
I am running for office as an advocate for our students and faculty, to represent the community’s voice, to improve the quality of education and help shape the districts budget.
What are the top three issues in your town or city?
The top three Board of Education issues are:
1. Student Mental Health and Safety
2. Funding and Budget Constraints
3. Special Education
What will you do specifically to address those three issues?
1. Student Mental Health and Safety: We need to adapt a proactive approach and promote awareness and workshops for students who may be facing challenges that are underlying. We need to work together so that every student, parent, and teacher has the resources and support they need to overcome any challenge from an early age.
2. Funding and Budget Constraints: We must continue to seek out and apply for grants to be as cost-effective as possible to help in the securing of additional funding.
3. Special Education: We need to ensure every child receives the accommodations they need to access a school’s facilities, educational opportunities, and extracurricular activities. Investing in staff training, promoting student voice, and supporting families will help foster collaboration and create an environment that will effectively prepare students for postsecondary opportunities.

Working to improve accountability, transparency and fiscal responsibility within the school district, with a goal to ease the financial burden of Derby’s taxpayers will also be a priority.”
What are the top three issues in your town or city?
“The top issues, from my perspective, would be identifying and placing qualified, educated, unbiased representatives in office to change the trajectory of Derby’s future toward GROWTH. By doing so, I feel, all aspects from education to safety – spending to sustainability – would benefit.”
What will you do specifically to address those three issues?
“I am beginning by running for office for Board of Education and supporting a brand-new candidate, Scott Derby, for Mayor. Why are you running for office?
I am running to make a difference in the community that I live in and love. Over the last two years, this Administration has operated with total transparency, making tough but necessary decisions to support financial solvency. We have achieved this, and are better positioned to revitalize our downtown with economic growth, bringing business back to improve our tax base and lessen the tax burden to our residents.
What are the top three issues in your town or city?
Limited Tax Base, Unoccupied/blighted properties in key areas of our City, Undeveloped property along our Main Street
What will you do specifically to address those three issues?
I will work with this Administration to seek developers willing to invest in our City’s revitalization efforts, especially in our downtown areas and our Main Street. With the Main Street paving project nearly complete, now is the time to procure new business, and improve our walkways and downtown areas for our residents to occupy and enjoy. I will also work with our Aldermen and City Blight Committee to continue efforts in bringing blighted properties to code, which will allow for consideration of new business opportunities by those seeking such- in properties that have been long forgotten and neglected- for continued economic growth.

Why are you running for office?
I believe in the power of local leadership to preserve community values, ensure transparency, and improve the everyday lives of all residents. As chairman Of Derby‘s planning and zoning commission and building liaison for the Sterling Opera House committee I’ve shown a deep respect for Derby‘s history and future. Running for Town Clerk allows me to protect the integrity of public records, and ensure that Derby‘s legacy is accurately preserved.
With my experience in construction and development, I understand the importance of clear documentation, timely permitting, and accessible public service. I want to modernized the clerk’s office to better serve all residents and all businesses. My leadership roles have earned me the trust of all our neighbors. As Town clerk, I’ll bring that same reliability to managing elections, vital records, and public information ensuring every process is fair, secure, and accountable. I will be the peoples voice so they can have a direct impact on how local government serves them, the people.
What are the top three issues in your town or city?
Financial management challenges, downtown redevelopment hurdles, and public safety concerns.
What will you do specifically to address those three issues?
Modernize record systems to ensure timely and accurate documentation of budgets, contracts, and meeting minutes. Create a public facing portal for residents to easily access financial records, ordinances, and resolutions. Implement a records audit calendar to keep Departments accountable for submitting materials on time. Collaborate with the finance department to streamline document flow and reduce bottlenecks.
Digitize land records and zoning maps to make property data more accessible to developers and residents. Ensure real time updates to land use changes, variances and commission decisions. Host public workshops on how to navigate land records and permitting processes, coordinate with planning and zoning to align documentation with redevelopment goals.
I will use my platform to educate residents on how to report issues and access city services. Also partner with local police and emergency services to ensure public notices and safety alerts are properly archived and distributed. I’m not just running to file papers. I’m running to build trust, improve access, and empower Derby‘s future.

Why are you running for office?
I’m running for re-election as your Town Clerk to continue the work I started. For 12 years, I’ve led the office that’s at the heart of our city—helping residents with birth certificates, marriage licenses, deeds, business registrations, absentee ballots, and more. Our team is here to serve, online and in person, whenever you need us.
I’ve been your eyes and ears, speaking up for issues that matter, advocating for those in need, and offering honest, bi-partisan guidance. I’ve raised concerns when the city’s interests were at stake, always putting residents first.
This year, as Chair of the Derby 350th Anniversary Committee, I’ve been reminded how proud I am of our city—its history, its people, and its spirit. Serving you as Town/City Clerk requires discretion, judgment, and deep knowledge of our city—and I am honored to continue in this position.
I respectfully ask for your vote for another term as your Town Clerk. Let’s keep Derby moving forward, together.
What are the top three issues in your town or city?
I care deeply about Derby, and I know we face real challenges. Housing and living costs are high, and our state tax system often hits those who can least afford it the hardest. These aren’t easy problems to solve, but they’re issues we must face together.
I’ve also noticed that it’s harder than ever to stay connected in our town. There isn’t a singular place to find out what’s happening, making it tough for residents and organizations to share important information.
Fewer of us are getting involved in civic and community life, and when participation drops, it weakens the bonds that make a community strong. National politics creeping into local conversations can be a distraction, pulling our focus away from what truly matters here in Derby.
I believe in our city. By staying connected, engaged, and focused on local solutions, we can make Derby an even better place to live, work, and raise our families.
What will you do specifically to address those three issues?
I love serving the people of Derby, and I’m committed to keeping our city government accessible, fair, and effective. At the state level, I’ll continue speaking up for policies that support working families like ours. Here at home, I’ll keep expanding online services, improving communication, and making it easier for residents to stay informed and engaged.
Integrity guides everything I do. That means protecting the confidentiality of vital records, ensuring fair and free elections, and treating every citizen with fairness and respect. I will always speak up when I see practices that fall short of these standards.
I also bring experience and steady judgment to every decision. For three administrations, I’ve advised city leaders of all political stripes with one goal in mind: what’s best for Derby. I will keep doing that—always putting our city, and our residents, first.
