Chief: Shelton Police Down A Dozen Cops

The Shelton Police Department has money for 62 sworn personnel — but the department’s current head count is only 50, Chief Joel Hurliman told aldermen and members of the Board of Apportionment and Taxation at a budget workshop last week.

If next year’s funding request for the department — at $6.66 million — is approved, Hurliman said his first priority is to see staffing levels increase.

School Spending Dominates Shelton Budget Hearing

What a difference a year makes.

A public hearing on the proposed $111.9 million 2011 – 2012 Shelton budget Tuesday was much different than last year’s packed and often desperate-sounding public hearing and public comments.

The dominant topic Tuesday was education spending — just as it had been a year ago, when the schools were facing major layoffs.

But Tuesday, the tone was more upbeat. The Board of Education appears to be headed toward at least a level budget next year. And it may get some extra money to be able to bring back some school counselors and media specialists the district lost last year.

In Shelton, A Tax Decrease

The Shelton Board of Apportionment and Taxation passed along its 2011 – 2012 budget proposal — with two recommendations — to the Board of Aldermen Thursday. 

The $111.9 million budget proposal keeps the same tax rate — 18.57 mills — proposed by Mayor Mark Lauretti in February.

The recommendations call for the city to create a designated reserve” fund, and use left-over unemployment money from this year to bolster the Board of Education’s operating budget next year.

Lauretti Presents Budget With Tax Decrease

Mayor Mark Lauretti Tuesday presented a $111.9 million budget proposal that would lower taxes while increasing spending for the Board of Education.

The proposal, which must now go before the tax board and the Board of Aldermen, represents about $538,000 more in spending than the current year — about a 4 percent increase. 

But because of a $837,000 increase in the city’s grand list, Lauretti said he was able to cut the tax rate from the current 18.61 mills to 18.57 mills.

Shelton ‘Office Furniture’ Purchase Explained

PHOTO: Jodie MozdzerAfter Mayor Mark Lauretti last week raised concerns about the Board of Education budget practices, the city’s independent auditor met with leaders Tuesday to explain the city’s budget audit. 

David Cappelletti, of the accounting firm Levitsky and Berney, met with members of the Board of Aldermen’s finance committee to talk accounting practices, including school spending on office furniture.”

The latter was one of Lauretti’s concerns after he viewed the city’s audit for the 2009 – 2010 fiscal year.

Unemployment Costs Drive Shelton School Budget Request

The Board of Education is asking the city for $64.96 million in 2011 – 2012 — about $1.86 million more than the district’s current, $63.1 million budget. 

With about 90 former school employees still out of work, almost half that increase — or $800,000 — is estimated solely to cover lingering unemployment costs in the district.
