Ansonia Town Clerk Arrested After Dispute

Ansonia Mayor David Cassetti issued a statement Tuesday saying the city/town clerk should consider resigning after police charged her with disorderly conduct May 5.

“Although I have very limited authority as it pertains to elected officials, I believe it is in the best interest of Ms. Vitarius Waugh and the residents of this City that she strongly consider resigning from her office so that her personal issues do not continue to detract from her public duties,” Cassetti said in an email.

According to police, Waugh was arrested after police were called to her house four times May 5 as she tried to get a man to vacate the premises. Police described the man as a ​“tenant in the home.”

Landlords or homeowners cannot throw people out without notice. The landlord-tenant relationship is governed by state housing law.

Police said Waugh was advised of the eviction process and was told to stop making a disturbance, but she kept pressuring the tenant to leave nonetheless.

The 75-year-old tenant told police that Waugh used foul language, telling him she didn’t care what police said, she wanted him out of the house. The man also said Waugh locked the door to his bedroom, denying him access to medications.

Waugh was charged at 4:15 a.m., according to police documents. It is a misdemeanor charge.

The Valley Indy emailed her Tuesday seeking comment. She apologized for her behavior, according to The CT Post.

Waugh was elected to her first two-year term as City/Town Clerk in 2015.

“These are serious charges involving a public official, whose conduct and actions should comport with her position,” Cassetti said.

Waugh is due in court 10 a.m. June 13.

A city/town clerks maintains local government records, issues certain licenses, and maintains vital records, among other responsibilities.
