Ansonia Aldermen Pass $60.7 Million Budget To Tax Board

Ansonia Aldermen on Tuesday unanimously passed a $60.7 million budget for 2013 – 2014 to the city’s Board of Apportionment and Taxation.

The budget, which was unchanged from the plan the Aldermen’s finance committee voted on last month, would increase spending 3.6 percent over the current $58.7 million budget.

Taxes would go up too, if the tax board passes the budget as-is, but officials aren’t giving a new mill rate because they said the city is still finalizing a revaluation.

‘Disheartenting’ Cuts Approved In Ansonia Schools

By the time the Ansonia Board of Education met Wednesday to finalize cuts to the school district’s programs and staff, six full time teachers in the district had already received pink slips. 

They found out this week,” said Michele Fraher, the co-president of the Ansonia Federation of Teachers, the union that represents all teachers, guidance counselors and social workers in the district. 

It’s unfortunate because it’s always the teachers that get hit,” Fraher said.

Mayor Della Volpe: ‘Tough Choices Must Be Made’

I want to thank the members of the Board of Apportionment for their hard work in setting our city budget.

Like most other local communities, Ansonia faced very difficult choices in preparing this year’s budget. As the nation and state recover from the devastation of the 2008 economic collapse, we see that local tax bases and revenues cannot keep up with pent up demand for services and salaries. 

Therefore, tough choices must be made.

Ansonia Approves Budget, Schools Prep Pink Slips

But schools Superintendent Carol Merlone said the $58.6 million budget — finalized by the Board of Apportionment and Taxation Monday — will mean layoffs and program cuts in the school district.

Ansonia Supt. Calls Budget ‘A Travesty To Education’

The Ansonia Board of Apportionment and Taxation approved a tentative 2012 – 2013 budget Monday, after a handful of people spoke during a public hearing at City Hall. 

The budget numbers become final after the tax board votes on May 21, but Monday’s vote showed the tax board is leaning toward $58.6 million budget that would result in a 5.3 percent tax increase for residents. 

The vote was 10 to 1.

Public Hearing For Ansonia’s Budget Proposal Is Monday

Ansonia tax board members have spent the last three months tweaking the budget proposal for 2012 – 2013.

Now, residents will have a chance to give input on the $58.6 million spending plan at a public hearing scheduled for 7 p.m. Monday at Ansonia City Hall.

The proposal comes with a tax rate of 27.65 mills. That means a home assessed at $230,000 would see a tax bill of $6,359.

Should Ansonia Aldermen Have More Control Over The Budget?

One Ansonia alderman wants his board to have more control over the city’s budget. 

Republican John Marini has proposed changing the city charter so the elected Board of Aldermen has the final say on the city’s budget — instead of the appointed Board of Apportionment and Taxation.

The Board of Aldermen members certainly have a lot to say about the budget process: They spent about 20 minutes of last week’s regular meeting debating budget ills both past and present. (Click play on the two videos to watch the debate.)

But that doesn’t mean the board wants to change the city charter to re-arrange the budget control, members said during the debate.

Ansonia Budget Proposal Carries 6.6 Percent Tax Increase

PHOTO: Jodie MozdzerThe Ansonia Board of Aldermen has proposed a budget that would result in the city’s tax rate increasing by 1.75 mills — or 6.6 percent — in 2012 – 2013.

The $58.47 million proposal was approved by the Board of Aldermen Tuesday (Feb. 14) and passed on to the Board of Apportionment and Taxation for further review.

A home assessed at $230,000 would see a tax bill increase of $403 next year, if this proposal is approved as is.

Grants Running Out For Ansonia Schools

PHOTO: Jodie MozdzerAnsonia school officials are worried that with the loss of about $1.17 million in grants next year, the Board of Education budget is in big trouble.

I’ve never been as frightened as this year,” Superintendent Carol Merlone told the Board of Education finance committee Wednesday.

The committee reviewed Merlone’s proposed budget for 2012 – 2013, and voted to pass it along to the full Board of Education. The school board will consider adopting the spending plan in January.

Ansonia Library Hit Hard By Budget Cuts

PHOTO: Jodie MozdzerThe Ansonia Public Library will lose three employees and cut out evening hours starting Friday. 

The changes come after the library budget was cut by more than $50,000 for the 2011 – 2012 fiscal year. 

While other Valley libraries suffered budget cuts, Ansonia’s cuts were the largest. It’s the only library in the Valley that reported cutting positions as a result of the budget.
