Members of Ansonia’s Board of Apportionment and Taxation tentatively approved a 2014 – 2015 budget Monday that would deliver a slight tax decrease to residents.
The board is scheduled to finalize the spending plan during a meeting at Ansonia City Hall May 19.
The tax board invited members of the public to comment on the budget proposal Monday, but though more than 30 people packed Aldermanic Chambers for the hearing, only two residents — themselves public officials — offered comments.

Ansonia’s Board of Apportionment and Taxation is scheduled to meet tonight (Monday, May 12) to take public comments on a tentative 2014 – 2015 budget that would deliver a slight tax decrease to city residents.
The hearing is scheduled for 7 p.m. in Aldermanic Chambers at City Hall, 253 Main St.
As it stands, the budget totals $61,385,660, and would deliver a mill rate of 38.61.
The mill rate is currently 39.34.

Ansonia’s Board of Apportionment and Taxation will begin its review of the 2014 – 2015 budget Monday (March 3).
The city’s Aldermen voted unanimously Feb. 11 to send the $61,104,251 spending plan to the tax board, which must finalize a budget by mid-May.
The budget would carry a tax decrease of .73 mill if approved by the tax board.

I applaud Mayor Cassetti’s efforts to reduce the mill rate and cut taxes. For the first time in years, we are making a serious attempt to control spending.
However, as an Alderman in Ward 1, which has Senior Assisted Living and more than a fair amount of crime, I feel that I have a moral responsibility to point out the cost to public health and safety of this budget: health and safety is a big issue for us in the first Ward.

New Ansonia Mayor David Cassetti really is in charge.
The Board of Aldermen’s Finance Committee on Thursday endorsed a budget recommendation for 2014 – 2015 from Cassetti without changing a single line item — and without the mayor ever setting foot in front of them to justify his proposal.
If approved, the budget would deliver a slight tax decrease — of 0.73 mill, or 1.9 percent — to the city, with cuts to, among other things, ambulance staffing, crossing guards, and the city’s fund balance.

Ansonia Aldermen agreed Tuesday (Aug. 20) to give residents the opportunity to vote this November on whether the city should adopt budget referendums.
But they held off on formally moving that and several other charter reforms to the ballot until a special meeting next Tuesday (Aug. 27).
In the interim, the Charter Revision Commission will meet Thursday (Aug. 22) to tweak the proposal after concerns raised during Tuesday’s meeting.

Ansonia residents may get the opportunity to vote on whether they should vote on the city’s budget.
The Charter Revision Commission on Tuesday voted 5 – 4 to recommend a change to the city’s governing document mandating budget referendums whenever the Board of Apportionment and Taxation passes a spending plan carrying an increase of 1.5 percent or more from the previous year.
The move came after a parade of residents at a public hearing told the commission that taxes are too high and people can no longer afford to live in the city.

Ansonia tax board Chairman Rick Sturges has some bad news.
While the 2013 – 2014 budget won’t be finalized until next month, city residents shouldn’t expect tax relief — though just how much a taxpayer’s bill may go up depends on how his or her specific property fared in a recent revaluation.
“If anything, it’s going to go up, not down,” Sturges said Wednesday. “I don’t expect anybody to be happy.”
Mayor James Della Volpe, meanwhile, calls the spending plan “still a work in progress.”

A year after Ansonia school officials eliminated 24 positions in the wake of budget shortfalls, the district is once again preparing for layoffs.
Thirty-eight school employees were put on notice last month that their contracts may not be renewed for 2013 – 2014.
Superintendent Carol Merlone said Monday (April 1) that the layoffs, which have become “a yearly routine,” would be devastating if not averted by the city adding money to next year’s school budget.
“Honestly, we’ll be immobilized,” she said. “I don’t know how we’re going to open the doors.”
