A state police detective met with Oxford Finance Director James Hliva in Town Hall Tuesday as part of the continuing investigation into former tax collector Karen Guillet.

Hliva characterized the visit as routine. The visits apparently happen every few months as the criminal investigation continues.

The detective working on the case was in town hall to review information that he requested from the advisory committee. It was a routine visit in the ongoing case. He did not meet with me during his visit,” First Selectwoman Mary AnnDrayton-Rogers said in an e‑mail to the Valley Indy Wednesday.

The advisory committee is a group looking at policies and procedures regarding tax collection in Oxford.

Oxford can’t touch Karen Guillet’s retirement accounts.

That’s what a Superior Court judge ruled Tuesday, after Oxford tried to attach $160,298 in her town-held retirement plans to its civil case against Guillet, the former tax collector.

Oxford is trying to recoup money it claims Guillet stole from the town’s tax collection coffers. Oxford filed a lawsuit against Guillet in December, claiming she took more than $670,000 over the past six years.

Details Finally Revealed In Oxford Tax Scandal

Karen Guillet was operating something of a Ponzi scheme in the Oxford Tax Collector’s office for at least six years, town officials said during testimony at Superior Court in Milford Friday.

Checks and cash for tax payments would come into Guillet’s office — but wouldn’t necessarily get applied toward the account of the person who paid.

Instead, Guillet floated the payments to other accounts in an elaborate scheme to hide missing cash, officials said Friday during testimony at a probable cause hearing in the town’s civil lawsuit against Guillet.

A Superior Court judge Monday agreed to attach $150,000 of former tax collector Karen Guillet’s assets if the town wins a civil case it has filed against her.

The town is suing Guillet, claiming she took more than $600,000 from the town’s tax collection coffers.

The attachment means that if the town prevails in its lawsuit, it can collect at least $150,000 from Guillet’s home.

A civil lawsuit filed by the town accuses former tax collector Karen Guillet of stealing more than $670,000 in six years.

In fact, the lawsuit, filed Dec. 9 in Milford court, marks the first time a precise dollar amount — $671,768.77 — has been cited.

The lawsuit also alleges that in January 2010 — one month after the town first learned something was wrong in the tax collector’s office — Guillet admitted taking $3,093.42 of the public’s money.

Oxford Debates Charter Changes

Is changing the tax collector’s position from elected to hired a knee-jerk reaction” that will take away voter choice, or a practical change to the Oxford town charter that will hold the tax collector to a higher standard?

The people of Oxford are one step closer to making that decision, after the Oxford Charter Revision Committee Wednesday passed along that proposed charter change to the Board of Selectmen for its consideration.
