Seymour’s annual town meeting takes place Tuesday (April 30) at 7 p.m. in the Seymour Middle School auditorium.
The middle school is located at 211 Mountain Road.
The meeting will be residents’ last chance to weigh in on the proposed $53.26 million town budget for 2013 – 2014 before a May 9 referendum.

Seymour’s Board of Finance voted unanimously Monday to send a $53.2 million budget proposal, based on a 33.46 mill rate, to a May 9 referendum.
The budget proposal represents a 2.88 percent increase in total spending over the current budget, and a 1.91 percent increase in the mill rate if the budget is approved. The spending plan is more than $500,000 lower than the one the board presented to voters at a public hearing last week.
The biggest change the finance board made Monday was to remove $377,000 that had been included in the budget to pay for police officers at schools — an adjustment requested by the school board’s chairman.

Seymour’s Board of Education doesn’t want the town to spend $377,000 to hire a full-time school resource officer for each of the town’s four schools.
The new money was included in the town’s $53.8 million budget proposal for 2013 – 2014 — and was expected to be discussed during a public hearing on the proposal Wednesday (April 10).
But Board of Education Chairman Yashu Putorti deflated that conversation by making his announcement at the beginning of the hearing.
“While we’re grateful for the commitment the town has made to this position, we do not think an expansion of school resource officers should be a first step in addressing district-wide security,” Putorti said.

A hearing for Seymour residents to give officials their thoughts on the budget proposed for 2013 – 2014 will be at Seymour Middle School at 7 p.m. Wednesday (April 10).
The Board of Finance last month voted to present a budget totaling $53,806,630 to residents.
If the spending plan, which is posted after this article, were approved by voters at referendum as is, the town’s mill rate would go from 32.83 to 33.91, a 3.3 percent increase.
That means a person who owns a house assessed at $230,000 would see their property taxes go from $7,550.90 to $7,799.30, an increase of $248.40.

Seymour school officials will make a presentation of the Board of Education’s 2013 – 2014 budget proposal March 26 at 7 p.m. in the Seymour Middle School auditorium.
A message posted by Superintendent Christine Syriac on the school district’s website says babysitting arrangements will be available for the presentation.
Information on the budget proposal is posted on the school district’s website.

Seymour Board of Education Chairman Yashu Putorti presented the school district’s $31.1 million budget request for 2013 – 2014 to the Board of Finance Wednesday.
Putorti began by going over the district’s “level services” budget, which amounted to an increase of $511,593, before reviewing additional requests, which add up to $204,366. The budget request represents a $715,959, or 2.4 percent, increase over current spending.

Seymour First Selectman Kurt Miller has been doing some thinking.
After it took four referendums for residents to approve town and school budgets for 2012 – 2013 — with voters rejecting the spending plans until they were trimmed to increases of about 2 percent — he’s concluded that’s the number “palatable” to voters, and is asking department heads and commissions in town to think the same way.
To that end, Miller presented a “preliminary” 2013 – 2014 budget to the Board of Finance Tuesday that would increase town spending about 2 percent.

Three people will lose their jobs under budget cuts approved by the Board of Education Monday night.
The budget cuts eliminate more than seven positions from the district, but several of those are already vacant due to retirements, according to Superintendent MaryAnne Mascolo.

The Seymour schools budget passed at a fourth referendum Thursday.
Voters supported the $30.39 million budget by a vote of 890 to 866.
School and town officials celebrated the vote, but said the small margin of victory indicates there are still many people who are dissatisfied with the proposal.
